Civil service exam is administered by the Civil Service Commission (CS) is a comprehensive examination for both paper and pencil test (CSC-PPT) & computerized examination (CSC-COMEX) to determine who is fit to work for the government.

“To establish a Register of Eligible (RoE) from which certification and appointment to first and second level positions in the civil service, except those involving practice of profession and/or covered by special laws, shall be made, provided the eligible meet the qualifications and other requirement of the positions where the RoE may also be a reference for employment in the private sector,” CSC said.

Civil Service Exam Requirements

CSC also added that the participants must qualify and meet the qualification/admission requirements: Filipino citizen, at least of 18 years old on the date of filing of application, of good moral character, has not been convicted by final judgment of an offense or crime involving moral turpitude or disgraceful or immoral conduct, dishonesty, examination irregularly, drunkenness, or addiction to drugs, had not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and has not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination.

Applicants must submit the following requirements: 1) fully accomplished Application Form (CS Form No. 100, Revised September 2016, downloadable from the CSC website); 2) four (4) pieces of recently taken (not more than three months ago) passport sized (4.5 cm x 3.5 cm) I.D. pictures in white background, showing the applicant’s bare face (without eye glasses or any accessory that may cover facial features), and with handwritten name tag legibly showing the applicant’s signature over printed full name; 3) original and photocopy of any of the following valid I.D. cards: Driver’s License/Temporary Driver’s License, Passport, PRC License, SSS I.D., GSIS I.D. (UMID), Voter’s I.D/Certification, BIR/Taxpayer’s I.D., PhilHealth I.D., current Company/Office I.D., School I.D., Police Clearance/ Police Clearance Certificate, Postal I.D., Barangay I.D., NBI Clearance, Seaman’s Book, HDMF Transaction I.D., PWD I.D., Solo Parent I.D., Senior Citizen’s I.D., Alien Certificate of Registration Identity Card (ACR I-CARD), and CSC Eligibility Card; and 4) if the I.D. card does not indicate date of birth, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry printed on security paper must be presented.

The CSC stressed that applicants must personally file their applications at the CSC Regional Office (CSC RO), or at any of the CSC RO’s Field Offices where they intend to take the examination. Examination fee for both levels of examination is Php500.

The CSC reminded interested individuals to submit their applications early as acceptance of applications is on a first-come, first-served basis. The target number of applicants may be reached prior to the deadline of filing.

Regardless of the mode of civil service exam you choose, the time limit is the same. Professional-level examinees need to answer a total of 150 items within 3 hours and 10 minutes. Meanwhile, subprofessional-level examinees have 2 hours and 40 minutes to answer a total of 145 items. To pass the test, an examinee should get a general rating of at least 80.
